Employers hire people, not resumes. You must interact one-to-one with the person who owns a challenge you can address. Informational, exploratory, a meeting/appointment/coffee/drink, a conversation, research: label it a meaningful dialogue that unearths new job leads. Whether or not the employer has declared a vacant position or is officially recruiting, about 80% of the executive job market is hidden from outsiders. Opportunities, need for talent, is not advertised to the public. Only people with close contacts with hiring authorities and hiring authorities are aware of hiring needs.  Start a conversation. You can discover a new career opportunity while asking/receiving advice. not only during a formal interview. The best way to crack the hidden job market is to exchange ideas with hiring authorities and their connections.
